What age is appropriate to have first time sex?

well, im a teenager and im really shy around girls. i was wondering at what age it is appropriate. i think i might wait until i'm in university (i live in australia, college for america) because thats when ill be able to be independent, without my parents looking over me. also because ill be able to meet new girls there. what do u think about this?
